I'm going to be charitable and suggest that maybe Trump was saying that projects of going to the Moon and things like that are part of the project of getting to Mars.

Even that's a really obvious thing to say, so it's still dumb, and he's really dumb, but I do think he probably knows that the Moon and Mars are different things.

On the other hand, I have been burned before in situations like this, where I assume he can't possibly be that dumb. (Not every time though!)
