I have a question about map #3, states that begin with the letter D. Delaware and what the hell is that other one? District of Columbia? That isn't a state, and if it were it should be filed under C. How am I supposed to take these seriously?

A lot of those lands in the west are things like National Forests and Parks (and of course all the military bases and firing ranges out in the middle of nowhere), which the States are normally content to let the Feds run because it means less out of their budget. We saw some backlash against it in the government shutdown a bit ago - mostly because States that really, really like their tourist dollars found so many of their federally-administrated tourist destinations get caught up in it. It not only hit the largely Republican State governments where it hurts - their wallets - but it fit in nicely with the standard anti-government rhetoric we've all come to know and love so well. This is also the source of that dumbass Cliven Bundy's contention; the State of Nevada said "the feds run that land, so make your grazing payments to them," and Cliven said "I don' reconize no fedrul gubmit!" and stopped paying, since Nevada wouldn't take his money anymore.
Really, though, most of these States would have to see some kind of revenue increase if they wanted to 'take back their land' and run it themselves, or simply not manage it at all. Which would again hit them in their wallets - either lost tourist and grazing fee revenues, or raised taxes to fund them.
