States do varying amounts of supporting freedom of inquiry, being informed by best available knowledge, promoting good science because it supports their agenda, promoting bad science that supports their agenda and suppressing science that they don't like at all.

After a bit of a search that appears to be a photo from 1956 opposing the first full year of integration in Kentucky. So his son perhaps.
Also I found it fascinating that “The Day law” passed in 1908 which prohibited integration in Kentucky didn’t just prohibit black and white students in the same classroom, but prohibited the same school from having black and white students within 25 miles of each other. It seems to have been made to target one specific College who had been integrated since 1866.
