It may have been that Utah HB 12, the
"miscarriage as criminal homicide" bill that got a lot of attention last year, and was ultimately vetoed by the anti-abortion governor, who under national scrutiny, asked the Utah legislature to write a "toned down" version, HB 462, which passed and he signed.
Here's a decent summary blog post on the Utah law, which started out with miscarriage defined in some cases as criminal homicide, with painfully broad language. Under HB 462, now passed into law, a woman who has an illegal abortion can be prosecuted for criminal homicide in Utah.
