They get massively hosed on mobile costs over there JoeP. Whenever I speak to my parents about it, I cannot believe the prices they are paying. Like $40 a month for what I get here for £8. Data in particular seems to be insanely expensive, at least in Canada. I assume because they have to have so much more infrastructure to provide decent coverage than we do here in the teeny-weeny UK. So I can see why people would have minimal or even no data on their plan. My sister has no data and just looks for free wifi whenever she's out and about*.

It's a lot more than it should be since we're almost always on wifi now, and all the phones are set to disallow updates over data. And in our case, it usually comes out to about an extra 2-3GB per month.
We have a flexible plan where we're billed for what we use rather than having set caps, so the charges are different every month, and every month, we pay for Google to do something that we've explicitly told them not to.
And I'm mostly pissed about the fact that they're doing this without permission in the first place. But the costs are concrete monetary damages, so they're easy to quantify.

I can neither confirm nor deny whether I am well aware of that and whether I take every opportunity to rub it in.
And it's not like our deals are the best. In Finland you don't even have MB/GB allowances, you have speed allowances, which is much more logical because on the internet backbone, the pipes are constrained by bits per second ( lots of bits per second) not total GB per month.

As JoeP said, unlimited data is the norm here. Lots of people work remotely via hotspotting though their mobile phones.

Unlimited data is pretty much the norm here, too. We've never used much data, though, so we don't need or want it. Our plan works out much better for us. (Even better when Google isn't fucking with it.)

Wot? These statements appear inconsistent at first sight ... but I suppose you're saying unlimited data at huge cost is the norm there for most people, but you've got a flexible plan at a more reasonable cost except for what Google hits you with.

I don't understand what you're confused about.
Yes, cell service costs more here overall than in most places, but almost everyone else I know has an unlimited data plan. We don't because we prefer what we have, partly because it's cheaper, even with the unauthorized data transfers from Google. It adds up when they do it every month, though.
The reason the charges are important is that excess data charges are quantifiable and easy to demonstrate. The core problem is that Google is sidestepping their own settings to allow unauthorized use of data that's not approved by or for the benefit of users.

IIRC its from a well-meaning but horribly-implemented technical law that mandated a certain minimum value for service. At the time, it helped stop people getting ripped off. Twenty years of technological improvement later, anything better 2001's state-of-the-art is now premium.
There's also monopolies involved. Saskatchewan fared better than some places because they had a big university network which wasn't so easily cut up and parceled out.
